I'm actually kind of ok with <č> without <c>, at least in this conlang. I think, though, that might just be the result of the presence of <š> which kind of gives <č> some kind of justification, e.g. "hacek=post-alveolar" or something. To me, having <c> and <š> kind of seems... almost a bit...
