What a very strange (to me) and novel (to me) pragmatics that is!
I have never, before now, heard nor read that "I hope it will rain tomorrow" would have any implicature, through Gricean maxims or otherwise, that it isn't raining right now.
It had never occurred to me that it would.
It had never occurred to me that it would ever occur to anyone else.

Out of curiosity, and in case it explains the difference between your assumptions and mine, where (and among whom) did you learn to speak English? And, when? (in case it's a temporal dialect instead of a spatial one)?

It doesn't completely rule out the possibility that it's raining now, but it's far more likely that the speaker would insert the word 'still' to indicate that future event referred to is also happening at the time of speaking. If it's not stated as happening at the present, it's usually because it isn't.

I'd read that as "It's not raining today, but I hope it will tomorrow."

"I hope it's still raining tomorrow" and "I hope it rains tomorrow as well" means that it's currently raining, and that you hope it will continue raining the day after the written statement.
