The Dalmatian language existed in the past, but went extinct in the late 1800s.

I'm not too sure if I want the borders to remain the same as the modern day borders, except with Elearra infringing upon them. Given the population "change", I might give some parts of Eastern Bosnia to Serbia, but that would be about it.

Why is Elearra (partly) located in Dalmatia, and doesn't overlap with Rascia?

Firstly, most of the Serbian Elearrans, who tended to be Orthodox Christians me than outlying Elearrans were targeted in much larger numbers by the Ustaše. Croatian, Albanian, and Kosovar Elearrans were treated slightly better, but when push came to shove, they were still targeted heavily. As a result, the Elearran population in Serbia was virtually eliminated, while the Kosovar Elearran population was drastically reduced. The comparable population in the Raska Oblast between 1924 and 1945 was merely 5% (ie dropping from 50% to 2.5%), and in the Uziče Oblast it was around 8% (dropping from 60% to 5%)
During the ethnic cleansing in the 1990s, Elearrans were virtually driven out of Serbia by huge numbers. Some were killed by paramilitary and military organs. This lead to a significant movement towards the coast, away from the conflict zones in the interior of Yugoslavia. This put them strongly into Dalmatia, where the country of Elearra is now located. The remaining Kosovar Elearrans have their own unique dialect of Learran.

Also, just to be clear, the current postings were all derived from the dialect of Learran as spoken in 1933.

I'm not sure, but I'd imagine that it is somewhere in between 65% and 85%. I'm leaning towards 73%, right smack in the middle.
