So yeah. A simple question: when does a sketch become a full-fledged conlang? :)

The 'correct' answer is probably 'when you feel it's complete enough'.
I doubt very much that there's a hard and fast boundary.

I consider Dvoen and Maxna sketches as they only have notes reminding me of what features I wish to add, but I consider Iriex a conlang because it's begun the process of explaining how these features work.

When working I usually hit a time when I need to do a major language revision. It includes making sure all the parts work nicely together and noting any nuances of meaning that might arise from different interacts. I'd say after the revision I consider my work a conlang rather than a sketch.

But I'd say this question falls in the same category as "When does a dialect start being a language?"
Simple question. Elusive answer.
