:eng: Oh I can't! But you must!

How do different languages handle situations like this where english has a "zero verb"?

Quite so.

:nld: O, ik kan niet! Maar jij moet! (BTW: according to me, in french it's much the same: :fra: je ne peux pas, mais toi, tu dois! )

In the French translation, could tu dois / vous devez have been used also?

Does that mean that you don't say *cans or *musts?
I assume you are not interested in cans.

I decided I'll not make Finnish translation but again I'm gonna make.
Täytyä/pitää 'must' is a zeroverb in Finnish (if zero verb is what I suppose). But voida 'can' is not.

So :fin: Voi, En voi, mutta sinun pitää/täytyy.
The first voi means oh. As probably know en is 'I don't' the negation verb and voi is the verb stem so, is the negation structure after all a zero verb.
Pitää demands the subject is genitive and accusative object in nominative and is inflected in 3sg. So a nice ergative structure.
Indeed evnen Finnish zeroverbs have an infinitive (infinitives exactly) which thus happens to be pitää.

Maybe there are no real zero verbs in Finnish but one-verbs (yksipersoonainen verbi) that are inflected in only one person.

Very well handled.

Unfortunately my french is far beyond that:

Oh, I can't do. But you must do.

The verb could be changed depending on what exactly cannot/must be done.

Xe kuxua mai. Teya kommo no.
PRS NEG.Be_able 1s but must 2s
'I am not able. But you must'

I'm not really sure about the underlying structure; at what node the auxiliary verb joins the construction etc.

Korpasian uses the Potential and Obligative moods with the verb "do".

Korpasian

Tap yokldzum! Tap yokanniet!
ta-p yok-ldzu-m ta-p yok-annie-t
that-ACC do-POT-1SG.TEL that-ACC do-OBLIG-2SG.TEL

POT = Potential Mood
OBLIG = Obligative Mood
TEL = Telic

This implies a demand to do a particular thing. If the demand was something like "do something, ANYTHING!" the Atelic endings would be used and the demonstratives omitted.

Yokldzuš! Yokanniel!
yok-ldzu-š yok-annie-l
do-POT-1SG.ATEL do-OBLIG-2SG.ATEL

Probably that there are no "main verbs" in the clauses, only auxiliaries. "Normally", auxiliary verbs are followed by a main verb.
