Actually, I have a question regarding #57 ("Should phonemic length develop?" - emphasis mine). Even if we end up going with option a (/VCə/ > /VːCə/) or b (/ˈV/ > /ˈVː/), vowel length still wouldn't be phonemic, at least not immediately, would it? Wouldn't it be more like /VCə/ > [VːCə] or /ˈV/ > [ˈVː]?

The schwa could end up being dropped as it did in Middle English. For example, Old English nama /nɑmɑ/ became Middle English name /naːmə/, and then Modern English name /neɪm/. I was thinking of taking that path if option a is picked. If option b is picked, vowel length could become phonemic through the deletion of unstressed vowels.
